路由参数解析函数

参考尤大神的 vue-router 中的函数提炼

主要方法有：

  1. decode 解码函数
  2. resolveQuery 解析参数
  3. stringifyQuery 字符串化参数

使用 rollup 打包而成的，使用的是 umd 形式，引入的时候可以使用const rputer = require('helloworldonetest')或者import router from 'helloworldonetest'
