Telegraf i18n fork built with TypeScript (Pull Request #40)

Usage no npm install needed!

This is a fork of Telegraf-I18n including Pull Request #40 which refactores the library to TypeScript (and therefore propper types).

This is meant for testing the typings but merging the Pull Request is still the better way to go.

Feel free to suggest improvements to the typings.
